Please see the 2020 NYS Building Code notice and its May 12th, 2020 effective date at https://www.dos.ny.gov/DCEA/noticadopt.html#codebooks. The 2017 NEC is adopted in this code edition.
Electrical inspectors need to be qualified. Utility requirements for inspection agencies are established for most utilities in NYS to require the local AHJ to qualify those who do electrical inspections in their municipality pursuant to NYS Building Code administration requirements. Check with your local utility and get informed!
NFPA 70E applies to all who meet the NEC definition for qualified person doing work on electrical systems of premises wiring. These are OSHA requirements – see OSHA 1910.333.
